Greenspan opposes tariffs on Chinese imports

www.chinanews.cn 2005-07-21 09:33:22

(Source: CRIENGLISH.com)

July 21 - US Federal Reserve (Fed) Chairman Alan Greenspan has said that
he will not endorse a significant increase in tariffs on imports from
China as a way to force China to change its currency policy.
Greenspan made the remarks when testifying before the Financial Services
Committee of the US House of Representatives. He said that he would not
be in favor of a significant "punitive" tariff, largely because he
doesn't think it would significantly improve jobs and manufacturing in
the United States.
Greenspan also said that he believes "it's in China's interest" to let
its currency rise against the US dollar.
There are complaints from US manufacturers that China's currency system
has hurt their exports to China and some US lawmakers have proposed
legislation that would raise tariffs on Chinese imports by 27.5 percent
if China does not change the system within two years.
Greenspan has said for several times that there is no credible evidence
that US manufacturing activity or US factory jobs would be helped by
China's revamping its currency system.

Poverty drove 14-year-old girl to marriage

www.chinanews.cn 2005-07-08 13:49:15

Chinanews, July 8 - According to Chongqing Evening News, the summer
vacation has just begun and an astounding piece of news is heard from
Chongqing's Renyi Town: because of poverty, a 14-year-old girl Xixi who
is still studying in a primary school married a 28-year-old man with the
help of a matchmaker.
Xiang Kaijiu, the elder youth, lives in the No. 2 Community of
Yinjianggou Village in Rongchang County's Guchang Town. On the evening of
July 6th, Xiang went to bring home his wife Xixi who was paying a two-day
visit in her parents' place shortly after the wedding. And when the
reporter saw her, Xixi was doing her homework on a wooden stool.
Xiang has a two-storey house covered with tiles outside. The inside,
however, betrays that Xiang is not well-off at all. Xiang has a mother
with metal disease and a deaf father. The floor of the disorderly main
room is covered with chicken droppings. The only electrical appliance in
the house is an electric fan bought over ten years ago.
Since this summer vacation Xixi "married" to Xiang and lives in this
house. But there is no atmosphere of "marriage" in the bridal chamber
upstairs.
"Xixi is much younger than I, but we are both destined to suffer. I know
we can not get our marriage certificate but I as a man should have my
wife," Xiang said. Xiang's eldest brother is still single now and his
second eldest brother goes to live with his wife's family. To "marry"
Xixi is the "straw" he must grasp to conclude his single life.
Owing to poverty, the No. 2 Community of Yinjianggou Village is home to
seven or eight strong bachelors thirty to forty years old. They envy
Xiang very much that he "married" Xixi.
Why Xixi "married" a 28-year-old man before she graduates from the
primary school? Xixi answered that she had been "insulted" when she was
six or seven years old. "'Marriage' brings me sense of safety and nobody
will insult me any more."

Cloned goats become vivid example for education

www.chinanews.cn 2005-07-06 15:46:33

On July 4th, a group of journalists from Beijing's internet media visited
the four-generation family of "Yangyang," one of the world's first goats
cloned from adult goat's somatic cells, at the Northwest Agriculture and
Forestry University in Shaanxi's Yangling. On June 22nd, Yangyang
celebrated its fifth birthday, which attracted extensive attention in the
world. Yangyang was produced in the goat shed at the Northwest
Agriculture and Forestry University. The university has been developing
popular science tourism based on the vivid example of Yangyang and animal
cloning technology. The Yangyang family receive about 10,000 tourists
every year, over 30% of which are students of primary and middle schools.

finely with the gold-lettered signboard hung up high. The gigantic drum,
which is about two meters in diameter and 100-odd kilograms in weight, is
made from a whole piece of oxhide and it takes several men to move the
drum.

PBC warns of risks in housing finance

www.chinanews.cn 2006-04-26 09:08:21

(Source: Xinhua)

Apr.26 - China's central bank, the People's Bank of China, says the real
estate industry is absorbing too much of the country's capital, causing
government attention.
"Real estate financing is making up a bigger and bigger share of the
country's financial sector. The health of real estate financing is of
critical importance to the health of the financial sector. We must pay
close attention to developments in both the real estate industry and home
financing sectors," Wu Xiaoling, deputy governor of the central bank,
told a seminar on Tuesday.
Housing prices have continued to soar, despite the government's year-long
efforts to stabilize prices and this has sparked grave concern that a
housing bubble might burst.
According to Wu, Chinese banks' lending to the real estate sector stood
at 3.07 trillion yuan (380 billion U.S. dollars) by the end of 2005,
accounting for 14.84 percent of all Renminbi lending by China's financial
institutions. This is equivalent to 16.75 percent of the country's gross
domestic product (GDP) in 2005.
The lending to individual house buyers by China's commercial banks in
2005 totaled 1.84 trillion yuan (230 billion U. S. dollars), which
account for 8.9 percent of the banks' total Renminbi lending. It is
equivalent to 10 percent of the GDP.
Wu maintained that China has established a suitable market-driven real
estate system and a bank-loan-dominated housing finance system following
two decades of reforms and experiments.
However, she said the country's housing finance system is still dogged by
many unsolved issues, such as lack of proper form of lending for
lower-income house buyers and the over-concentration of risk in the banks.
The deputy governor noted that the bursting of the housing bubbles in
Hong Kong and Japan produced a disastrous effect on their economies, and
central banks in the region have been closely watching the sector since
then.
"The central bank must accelerate its research on housing finance and
work for the healthy development of the sector," she said.

G-7 talks focus on oil prices, and China

www.chinanews.cn 2006-04-24 09:08:43

(Source: China Daily)

Apr.24 - Global finance chiefs wrapped up three days of talks in
Washington DC, calling for action against runaway oil prices. They also
urged the IMF to tighten its monitoring of national currency policies, a
measure promptly rejected by the head of the Chinese central bank.
"Each country is entitled to choose an exchange rate system consistent
with its own economic development," People's Bank of China governor Zhou
Xiaochuan told journalists, according to an AFP report.
The gathering of finance ministers and central bank governors backed
plans to meet a long-standing demand by emerging market countries for a
greater stake in decision-making at the International Monetary Fund (IMF).
Fund policymakers asked IMF chief Rodrigo Rato to develop "concrete
proposals" on voting reform in the institution by a September gathering
in Singapore. A French official later said China and South Korea could be
among the first countries to benefit from an enhanced stake-holding in
the IMF.
World Bank policymakers for their part launched a new anti-corruption
drive and gave final approval to the cancellation of 37 billion dollars
in debt owed the Bank by 17 poor countries, most of them in Africa. The
World Bank in addition unveiled a two-year project aimed at promoting the
use of clean energy in developing countries.
Energy needs were also very much on the minds of the Group of Seven
industrial powers, who on Friday declared that it was "crucial" for oil
producing countries to boost infrastructure investment in the face of
soaring crude oil prices.
While G7 finance leaders -- representing Britain, Canada, France,
Germany, Italy, Japan and the United States -- agreed that the global
economic outlook remained favorable, they warned that oil prices were a
menacing cloud on prospects.
Stepped-up pressure for increased oil production prompted a blunt
reminder from the Organization of Petroleum Exporting Countries (OPEC)
that oil consuming nations bore a responsibility to build more refineries
in order to ease supply constraints.
In talks, the G7 asserted that it was "critical" for China and other
Asian economies to pursue greater currency flexibility. For more than a
year, Washington has been prodding both its G7 partners and the IMF to
take a stronger stand on China's system of managing its currency -- the
yuan - to a tightly floated trading regime.
