In order to enable the children from the families of new Suzhou residents
spending the Chinese New Year in the city to enjoy a meaningful winter
vacation, Suzhou's "Service Center for New Suzhou Citizens" opened its
exercise room, reading room and science room to the children and these
rooms become their paradise for holidays. The children have a good time
here while their parents do not have to worry about their children's
activities in holidays.

Management buyout permitted in major SOEs

www.chinanews.cn 2006-01-22 15:35:25

(Source: Xinhua)

BEIJING, Jan. 22 - Managerial staffs of China's major state-owned
enterprises (SOEs) are permitted to hold shares of their own firms during
assets or shares increase of the SOEs, according to the country's
state-owned assets administer.
Total shares held by the managerial staff should be less than the volume
that could absolutely or relatively control the SOEs, according to a
document issued by the State-owned Assets Supervision and Administration
Commission (SASAC) and approved by the State Council.
In order to contain insiders-control and state-owned assets losses, SASAC
and the Ministry of Finance jointly issued a document in April 2005,
forbidding management buyout (MBO) in large-scale SOEs.
"The inspiring and inhibiting role of MBO has been approved in some large
corporations overseas, and the practice of some of our major SOEs also
prove the measure to be effective," a SASAC official noted.
Generally, managerial staff holding a small amount of their companies'
share will not lead to insiders-control or state-owned assets losses, so
long as the MBOs are "rigidly controlled and canonically operated", said
the official.
According to the official, the newly-issued document sets several
conditions to "strictly control" the MBOs. Only those who won their
positions through competition instead of appointment, or who have made
major contributions to the companies, could hold the shares of the SOEs.
The MBOs must be approved by the supervisory departments of state-owned
assets, and the total shares held by the entire managerial staff should
be less than the volume that could control the SOEs.
The managerial staff is banned from being involved in major proceedings
like drafting reform plans and fixing prices of state-owned assets; and
should provide certificates that can prove the validity of their capital
sources.
Those managerial members bearing direct accountability for the decline of
their companies' performance could not hold shares of the companies.
According to the document, the MBOs does not include the shares and
futures awarded to the managerial staff.

RMB made 11-year new high against the dollar

www.chinanews.cn 2005-11-25 14:00:21

Chinanews, Nov. 25 - The recently topical RMB currency made a new record
high on November 24, with one U.S. dollar fetching only 8.0805 RMB,
falling 11 basis points compared to the previous day's 8.0816, not only
achieving a two-day consecutive new high since this year's July 21 RMB
currency regime reform but also reaching a record high for the past 11
years.
Today, only 4 months and 3 days after the Chinese government announced
its RMB currency regime adjustments, traders at China's Industrial and
Commercial Bank said that the principal reason for the RMB's appreciation
was due to the overall decline of the U.S. dollar in overseas markets,
especially the softening of the dollar against the Japanese yen. After
two consecutive days in which the RMB rose against the dollar, there is a
high probability of the RMB to dollar rate hovering around the 8.08
level. This trader also said that the market generally expects the RMB to
appreciate in the near future and quite a few banks have been trading on
the short side of the dollars recently.
But there are traders at foreign banks who believe that since the RMB is
not far from the whole figure of 8.0800, it would not be difficult to
assault that barrier and might happen over the next few days. According
to Hong Kong's media, Industrial and Commercial Bank of China (Asia)
Limited Deputy General Manager Huang Yuanhui believed that next year the
RMB may rise as high as 8.03 against the dollar. But the current RMB NDF
(Non deliverable forward) is only 4% higher in price than the spot rate,
reflecting the consensus that in the near term, the RMB would not
fluctuate too much.
Although different traders have opposing views and analysis, one decision
is unanimous: in the overall trend of appreciating step by step, the RMB
is marching towards a more flexible currency regime increasingly
determined by the market.
